Question about shortening a url?

i am trying to shorten a url and keep getting a message "this shrink url does not exist" what am i doing wrong? also, once i do get it, is there a way i can check to make sure it will direct me to the webpage i want? thanks for helping. Please be kind in your answers, i am basically computer illiterate.
